Vehicles Subject to Towing (Per Bylaws)
- No valid parking decal or guest pass
- Parked in fire lane or blocking access
- Inoperable vehicles (cannot run under own power for 48+ hours — Rule #14)
- Trucks, trailers, vans, campers, buses, motorcycles (Rule #16)
